The short version: the evidence you sent does not contain a single study testing whether cow milk protein contaminates vaccines or whether such contamination affects neurodevelopment. The question is unanswered.
The evidence retrieved covers excipient allergies [1,4,7,8], protein stability during freeze-drying [2,3,6], milk composition [10,11,12], and cow milk allergy in children [17,20]. None of these studies test for bovine protein in vaccine vials, measure spike-specific IgG4 cross-reacting with milk antigens, or compare neurodevelopmental outcomes between children with and without milk allergy who received the same vaccines. The most relevant hit is the cow milk allergy literature [17,20], which documents IgE and IgG responses to casein and beta-lactoglobulin—but that is a dietary exposure, not a vaccine contaminant.

The hypothesis is plausible on first principles: bovine casein can adsorb to aluminum adjuvants [2], vaccine manufacturing uses bovine-derived media, and milk allergy triggers IgG4 class switching that might compete with protective responses. But plausible is not proven. The evidence retrieved contains zero studies that test the chain from vial to diagnosis. The gap itself is the finding.
